I have no clue as to the veracity of your assertions. On the surface it doesn't seem reasonable, but perhaps there are cultural factors that might make it so. Victorian England produced some bizarre adaptations: Tables skirts came into vogue so that repressed males wouldn't get turned on at the sight of a table "leg".

Selective enforcement has been seen in the so-called "drug war", targeting more blacks and Latinos than whites. It's not like there is a dearth of white drug users and dealers. I wouldn't entirely discount selective enforcement regarding child porn and molestation, either.

Cops often go for the low-hanging fruit. Why risk a shoot-out when you can nab somebody with relative ease and safety? The stats look just as good; you meet your numbers with less risk. White neighborhoods may be seen as safer places to troll for child porn, since there is often less ill will toward the cops.
