Duke University official arrested for sexually abusing and pimping 5-year-old adopted son

Duke University's Frank M. Lombard has been charged with an attempt to persuade a person he did not realize was an task force officer from the Metropolitan Police Department to travel to North Carolina to have sex with Lombard's 5-year-old adopted child, according to a report obtained by the National Association of Chiefs of Police. In addition, Lombard sexual assaulted his own 5-year old adopted son.

The 42-year old Lombard is charged by complaint with a violation of 18 USC 2242(a); an offense that could result in a maximum sentence of 20 years. The complaint was signed June 24, 2009 in the United States District Court for the District of Columbia.

Lombard, who is gay, is accused of inviting an undercover officer to have sex with this adopted 5-year-old son. In a search warrant for his home, investigators released a transcript of a Web chat between Lombard and Det. Timothy Palchak of the Washington Metropolitan Police Department. In it, Lombard invited Palchak, who he did not realize was a police detective, to fly to Durham to have sexual contact with the child.

In addition, the criminal complaint alleges Task Force members were told by a confidential source that he/she had witnessed on three or four occasions an individual, alleged to be Lombard, performing oral sex and other sex acts on a child believed to be under the age of ten. The confidential source indicated that he was told that others had sexually molested the child, as well.

The source also told investigators that the individual's live-in, male partner had not participated in the sexual abuse. The complaint alleges that Lombard subsequently told an MPD undercover detective, posing on line as an interested party, that he had performed multiple sexual acts on his 5-year-old adopted child and that the undercover detective could do the same if he flew to the Raleigh/Durham area.

At that point, an arrest warrant for Lombard's arrest was obtained. Lombard is the associate director of theCenter for Health Policy at Duke University.

"FL" (Frank Lombard) stated that "the abuse of the child was easier when the child was too young to talk or know what was happening, but that he had drugged the child with Benadryl during the molestation," Det. Palchak wrote in his affidavit.

FBI special agents and officers from the Durham Police Department and North Carolina State Bureau of Investigation arrested Lombard without incident at his home in the Raleigh, North Carolina area the evening of June 24, 2009. Two children at the home, including the 5-year-old child allegedly offered for sex, were taken into protective custody by the North Carolina Department of Social Services.

Lombard, is a licensed clinical social worker with a master's degree in social work. He's well-regarded within academia as a health-disparities researcher who studies HIV/AIDS in the rural South.

Shawn Long, a gay dad in Durham, is an advocate for adoption, and worries that Lombard has cast a shadow on homosexual parents. He told WRAL that he "hopes the news of one person's alleged crimes does not reflect on his family, or other [gays and lesbians] who want to be parents."

However, in another recent case, a homosexual foster couple were left free to sexually abuse vulnerable boys in their care because social workers feared being accused of discrimination if they investigated complaints, according to a story in Britain's Daily Mail.

In a study by the California School of Professional Psychology, the research with 942 adult participants revealed that gay men and lesbian women reported a significantly higher rate of childhood molestation than did heterosexual men and women. Forty-six percent of the homosexual men in contrast to 7% of the heterosexual men reported homosexual molestation. Twenty-two percent of lesbian women in contrast to 1% of heterosexual women reported homosexual molestation. This research is apparently the first survey that has reported substantial homosexual molestation of girls.
